WARREN, Mich. — One year into Operation Cycle Break with Turning Point, Warren police say early numbers suggest the approach may be cutting repeat domestic-violence cases.

Warren officers teamed with Turning Point Inc. to put survivors in touch with help right away and try to stop abuse from recurring. The work stresses trauma-informed responses, linking people with advocates and community aid, and tighter follow-up after the first domestic call.

In January, Warren made violating a no-contact order a misdemeanor when someone already faces a domestic-violence charge. Police have logged 68 arrests tied to those violations since then.

Department estimates from 2024 put reoffense rates among domestic-violence arrestees near 12% to 15%. Among Cycle Break participants, reported recidivism now sits at 7.8%. Police say those figures are one progress marker and do not alone prove the program caused the drop.

Victim follow-ups succeed 71% of the time, the department said. Turning Point has helped train Warren officers and keep survivors linked to support after the initial 911 response.
